Parts of the Aravali range, which work as the groundwater recharge zone for the National Capital Region (NCR) around Delhi, can be excluded from the Natural Conservation Area (NCZ) category, resulting in real estate development in the areas. It has been criticized by environmentalists.
The meeting agenda of the Department of Haryana Town and Country Planning (HTCP) Department on September 17 has decided to exclude many Aravali stretches from NCZ, which includes a sanctuary, major lakes and water bodies. A large part of the area's approval for development is the dam or sandy bottom of Arvallis, operating as a billion recharge zone.
NCR Regional Planning, 2021, prohibits construction and encourages conservation in NCZ areas. All Aravali has been classified as NCZ in the scheme.
The decision to exclude the sandy bottom was taken after the recent verification practice of the HTCP Department to determine whether these areas are in line with NCZ norms. This decision comes in the order of Supreme Court's decision to demolish the buildings located in Cantt Enclave in Faridabad, Haryana, which is also in Aravallis.
"The areas of flood do not meet the definition of NCZ, it is a very sensitive issue, so I can not expand on this now," Babita Goyal, Assistant City Planner of Haryana said, "A survey was conducted and these areas It was decided to exclude. "
As with 2021 NCR, Haryana Sub-Regional Plan, 2021, classify arvallis as NCZ, where manufacturing is restricted.
The Haryana Government has classified some of these Aravali stretches as "the situation to decide so far" and in 2014, they re-opened for ground-truth to ensure the condition of the forest.
The agenda of September 17 meeting is broadcast to various government departments, it says that "the situation is yet to be decided" both areas and NCZ parts have been confirmed so that the recommendation for exclusion can be made. This means that they can be opened for real estate development.
The Agenda document states that the Haryana Forest Department has opposed the release of all the Khwaja land and green area colony project from NCZ to the land.
Environmentalist Chetan Agrawal of Gurgaon said, "All these areas covered in the agenda are part of Arvals and they come under NCZ, where no real estate construction is permitted."
"The areas of floods are one of the ancient water bodies that should be preserved for drinking water supply in the rare area of water in northwestern India." Shashank Shekhar, assistant professor of geology at Delhi University, said, "It is a mistake to open it for development Will be. "
NCR scheme board can eliminate HTCP's decision.
In July 2017, the Haryana Government had written to the National Green Tribunal (NGT) that parts of unsafe hills cannot be classified as aravallis because they have been used for roads, buildings, and other such projects.
The Union Environment Ministry told the NGT that areas categorized as clever hills, foothills, wild hills, grassy foothills, and rocky terrain between the hills in the NCR will be considered as Aravallis. Vikas will promote real estate in Gururgram and Faridabad.
